  1. A U.S. Embassy abroad has two functions:

    1) Represent the interests of the U.S. government abroad

    2) Provide services to the U.S. citizens in that country

    The second function is carried out by the Consulate, which is a part of the embassy. The Consulate allows issues visas for citizens of the foreign country who want to visit the U.S.

    The Embassy is always located in the capital of a foreign countrty.  However, you can have a Consulate without an Embassy - in a city that is not the capital but which has a large American expatriate community, for example.

    In case there is a problem, like a crime or something, and an American citizen is involved ....the embassy would intervene to make sure that this person is judged following the laws in US
