What does a country need in order to develop nuclear armament capacity?

We hear a lot in the news about emerging nuclear power and the possibility of developing nuclear capacity. Lately, North Korea accepted to dismantlea nuclear cooling facility while Iran is suspected to be enriching uranium for military purposes.

What elements need to come together before a country can develop nuclear capacities?
