When I think of that word hook, yea it a chorus, but its more than just a chorus, its what makes people remember your songs and when you perform them in person, they sing along with you. Bt what he was saying was, because its me Jay-Z I dont need to make a hook because my voice being on the track i already a hit...

just guessing but they could be talking about a chorus...when a song has a catchy chorus, its called a hook..maybe they are saying they dont need a hook to make their songs good?
