  1. If you really dig into a monarchical structure you will find that it's really an oligarchy. This is never the rule of one but rather a group of people who puts up one of it's members as a figurehead.  

    Oligarchies are still the most common forms of government found today.


  2. A monarch is a king or queen. Thus the king or queen lords over a kingdom.

    Everything else below the monarch like a legislature, must act at  the monarch's pleasure. All laws must be ascented to. That means the monarch has adopted them.
