  1. It means enlisted people of rank E-4 to E-9.  Corporals (or Specialists) up to Sergeants Major.


  2. A non-commissioned officer (sometimes noncommissioned officer), also known as an NCO or Noncom, is an enlisted member of an armed force who has been given authority by a commissioned officer. "Noncom" is the lesser-used term in many militaries since it may also refer to non-combatants. The NCO corps includes all the grades of sergeant and, in some militaries, corporals and warrant officers. The naval equivalent includes some or all grades of petty officer, although not all navies class their petty officers as NCOs.

  3. Enlisted people grades E4 and above are considered non-commissioned officers.  In the Marine Corps that's Coporals and up.  There is also a term "Staff Non-Commissioned" officer, which is a subset for those E6 and above.

    I am not sure this applies to Army speicialists though.  I think they may be different than Army Corporals - both are E4,  but not totally sure.

  4. commision officers are commision in the military by  a presidential commision...

    us, non-commision officers get our commision by a congressional act.
