  1. It can be a restriction due to the phone being reported lost or stolen, or it could have been switched off at the network end due to the bill not having been paid.  It could also be that the phone is locked to 3, and won't take another sim card.

If it's lost or stolen then depending on whether you're the real owner or finder you have to deal with that appropriately.

As the real owner, you would have to ring 3 and answer various security questions, then they will re-connect you to the network.

If, and no offence meant, you are a thief/finder, then you will find the phone impossible to unblock, particularly given that it is on 3.

If it's due to the bill not having been paid, then pay it.

If, as seems most likely, it's due to the phone being locked to 3, then you can get it unlocked, either through 3 directly, or at a local market/phone shop.  The price for this varies according to the phone model, but can range from £10 to £50, depending on how difficult it is to unlock.

  2. Its the restriction by the service provider and not from the phone manufacturer as in some places the network people dont want to give some features that it available on that particular phone so they just block that thing. I suggest you can contact your service provider and ask for the details as what are the services he is offerening and that particular service is free or the paid one.
