It's a program used to identify weaknesses in a computer's security. It's one of those tools which purports to be designed for security-conscious users, but in reality is used by script kiddies to hack your PC.

If you have the program installed on your PC, it's not a threat. If you're being attacked by the program (not that you would be able to tell which program is attacking you), it's not really a threat in itself, moreso what that person does with the results it gives (ie if it finds any weaknesses in your PC). Yes, a firewall will block ports, so that both this program will find nothing, and any actual attacks should fail. Even the built in Windows Firewall can do that though, and should already be doing so. Also, keeping Windows up to date, and keeping vigilant as far as viruses and spyware goes, will go a long way towards protecting your PC.
