  1. Usually, it represents a year in teaching.  So a 1st year teacher would start at step 1 and a 3rd year teacher would start as step three.

  4. As the first person said it usually represents years experience.  However if the teacher taught for 10 years in one district and then went to another, the new district may start them out on step 4 or whatever their policy is (typically a year before being tenured).
