What does administrative privilage mean?

only the computer administrator has the option of downloading or installing whatever it is so make sure you are logged onto the main computer account and you will be able to install

You need to have administrative privileges to download or install things on a computer.  User accounts can be set up with or without these.  It is designed to prevent people who don't know enough or might do it for the wrong reasons from messing things up.

You would need to have whoever has administrative privileges on that computer sign in and do the downloading or installing, or make a change so that you can do it.
