I believe Voltaire was saying that something is in the past (sung) as is just too perfunctory. It means something said (sung) was characterized by routine or superficial words, which are mechanical at best. Contextually the word sung means, a song that was sang had not quality neither importance, just as, “anything stupid to be said,†has no place in the present (happening). Therefore, whatever it about to be said, if is stupid or none sense, should either not be said, or we ought to ignored it as if it were something that is not here, in the present. I once heard a quote that says" Be here now, the past and the feature are only thoughts, only the present moment and what we do is real." So, “anything too stupid to be said is sung,†could mean that is not real because it ought to be consider the past (thinking) and the past is none-existence anymore (outdated).
