I bet you have a little bit of a yeast infection down in there.  Does it look red inside?  Maybe even have a little bit of a discharge or odor?  If so, I would start by keeping it clean and dry.  Maybe even covering it with a cotton ball to help draw out moisture which just feeds a yeast infection (they just love warm moist places!)  If that doesn't work, you might try just a little bit of monistat ointment.

It is probably an infection of some kind.  Does your belly button smell foul at all?  That is another sign of infection in your belly button.  Have your doctor take a look :)
