  1. Someone who commutes - that is travels (usually by public transport) to their place of work from where they live (again usually a bit of a distance)

That is basically anyone that has to drive, or take public transportation to work or school.  If you go to college and live on campus, you would not be a commuter.  If you walked to your job across the street, you would not be a commuter.  Very few people have that situation.  Even if you live in a city, you still may have to take a bus.  So almost everyone is a commuter in america today.

  3. Commuting is the process of travelling between one's place of residence and regular place of work. Students who are enrolled at a college or university but who live off-campus are also typically referred to as commuters; institutions that have few dormitories are called commuter schools in the United States.
