  1. I am a volunteer Guardian ad Litem, so maybe I can answer this.

    Well, that's kind of a broad question. Specifically, CPS' role is to investigate allegations of child abuse that are usually reported by either an anonomous person, or a mandatory reporter, such as a school teacher, healthcare provider, or daycare worker, to name a few.

    If they find the allegation(s) to have merit, then CPS will take steps to ensure the safety of that child or children. Sometimes that means taking them out of the home and placing them in foster care, either with foster families or relatives. Other times, it means monitoring the family and working with them to come up with safety plans, parenting goals, and often times counseling. There are also  sometimes procedures in dealing with other states and with recognized American Indian tribes within the boundaries and provisions of ICWA. The Indian Child Welfare Act.

    CPS, usually a division of the Department of Public Health and Human Services, funds different services that parents are often court ordered to complete before CPS closes their case. These things are costly and basically boil down to a mandate of the court that must be funded in some way.
