  1. DF means Distrito Federal, or federal district. Mexico City (the distrito federal) is similar to a state, but not quite the same.

    In Mexico a state has it's own constitution and its own three branches of government. Executive power is invested in the Governor, Legislative power in in the Local Congress, and the judical system in the state judges and magistrates. States are divided in municipalities which have some administrative authority.

    The DF does not have it's own constitution, it has a "Chief of Government" instead of a governor and an "Assembly of Representatives" in place of a local congress. It is divided in delegations, not municipalities. Delegations have less autonomy than municipalities. However the DF is represented just as if it were a state int the Senate and Congress of the republic. The DF has its own senators and congressmen.

    The government of the DF depended directly on the federal government until 1997. It wasn't unti that year that the first Assembly of Representatives was established and that the "Chief of Government" of the DF was elected by popular vote. Before 1997 the Chief of Gov. was appointed by he President of the republic. There are still some areas in which the federal government can override the local. For instance the chief of public security for the DF can be removed by the president of the republic.
