What does free shipping with minimum purchase mean?

I'm ordering from Target's website and when i checkout it's charging me for shipping still and i only purchased the one item.

It means you get the free shipping if you order a certain amount or more.   If you don't order a certain amount, they can then charge you for shipping.   It has to be a mimunum amount ordered before there is no shipping.

It means there are using coercive advertising without disclosing the details.  I searched the website for 10 minutes and couldn't find what the details were for this promotion.

In the fine print someplace it probably defines what a minimum purchase is. It may be $25 or $100. It means if you spend at least that amount the shipping is free.
