If i understand your question, then this is my answer.  If we do all that we can in our local area as a whole we will be doing our part to conserve energy globally.  The part I do, the part you do, and the part our neighbors do combined will work wonders to help the world.  We should all understand that we are all in this together.  If one begin to fall eventually we all begin to fall.
