  1. It ranks the difficulty of the holes, 18 being the easiest and 1 being the hardest.

Hdcp numbers for the hole is used in tournaments that use the players hdcp or in bets.

For matchplay tournaments as well as bets per hole, you take the difference between your handicap and your competitor's handicap. Since i'm an 8 handicap and lets say you are a 10 handicap you would get 2 strokes since I have a higher handicap, but you would get those strokes on the #1 and #2 hardest holes. So if I got a 5 and you got a 6 on either of the hardest 2 holes we would tie that hole.

  2. It could mean, that as a partner , you aren't too productive. In other words you are a load to carry. But since you gave a better example in asking what a 16 handicap means, that the best 10 of the last 20 scores recorded indicate the player shoots 16 strokes over the par for the course. If the par is 72 the best 10 scores averaged 88 strokes.

  3. it means on average they shoot 16 shots over par on an 18 hole course.  par is usually 72.  so they will usually shoot a score in the high 80s or low 90s.  you need a minimum of 10 scores to compute a valid handicap.
