  2. It means (if just a sever weather warning, not tornado): that severe weather is moving in and to take shelter and be prepared...if tornado warning? it means a tornado has actually been spotted, or a funnel cloud. and to take shelter and be ready.

    Golf courses, as far as I know, are required to have an alarm system that sounds whenever a thunderstorm (severe or not) is in the area. That is the first one that comes to mind.

    Other things could be: The severe thunderstorm warning has been upgraded to a tornado warning, the severe thunderstorm has "derecho" characteristics (extremely high winds, very fast moving), or it could be something as simple as the way emergency services operate in your area, for one reason or another.

    (tl;dr): It all depends on where you are, and what's around you. There are so many possible answers to this question.
