  1. I have not heard of the Atlantic Jet Stream either, but I do know jet streams that pass over your town causes very active weather.  Jet streams energize the atmosphere.  Also, low pressure systems follow along jet streams like a train on a railroad track, so if you are under the jet stream, it's like you are standing right in the middle of a railroad track.

If the jet stream sinks to your south, then you are on the cold side of it, so you will experience colder than average weather.  Another name for that is a trough.  If the jet stream is above your town, you are on the warm side, which is called a ridge.  But to answer your question, if the jet stream is over your town, you will get a lot of rain and storms until it shifts in any direction.

  2. I have not really heard of the Atlantic jet stream.  There are typically the polar and subtropical jet streams, as well as low level jet streams.  Both the polar and subtropical jets streams can go across the Atlantic, amongst other regions, especially the polar jet.  They can signal changes in the weather as they exist in the transition zone between weather systems such as cold fronts .

  3. No need to worry.  The Arctic, Polar and sub-Tropical jets have been there since the earth stabilized into the standard three cell theory that is in existence today.

These jets form a band that your normal migratory frontal systems follow.  These migratory systems, while following the Arctic and Polar jets, will migrate slightly west of the movement of the jet axis.  Eventually it will move from being south of the the axis, to being north of the axis.  When this happens the Low pressure centers will weaken.  When the Low pressure center passes under the jet axis and the front begins to occlude, a triple point low will form and the process will begin again.
