This simply means that you've shot 98 golf strokes in your 18-hole round of golf. Depending on the rating of the golf course, say a Par 72 course, with this score you would have played to a handicap of 26.

Generally men's handicaps do not go beyond 24 (they start from Zero/scratch right up to 24); which in this case, if you've been a 24 handicapper, then you would have played 2 over your handicap.

However, with that score of 98, if you've been say a 15 handicapper, then you would have played 11 over your handicap - in which case you need to improve your game further.
