My friend had an emergency and ended up having to have surgery, has no insurance and was admitted as POA - which I assume is present on admission. What does this mean? Does it have something to do with payment? Thanks!

  1. If the hospital receives any kind of payment from medicare it is governed by diagnosis, the diagnosis must be coded as either something that the patient presented with prior to the admit (say in the ER or out-patient surgery) or the diagnosis was something that the patient was diagnosed with after admission.
