Closed throttle means the throttle has been moved from idle to shut down position. The engine, therefore, is not running. When they need to idle the engine, they will say 'idle throttle'.

You completely idle the throttle. When in flight school they make is clear not to close the throttle until the runway is made

It means idle.  The throttle control is attached to a valve that adjusts the amount of air (and indirectly, fuel) that goes to the engine.  With the throttle at idle, the valve is closed, thus not allowing much air to the engine.
