What does it mean "a tabard to the rose"?

I have encountered this phrase fairly often in literature and music and I've never been able to figure out what it means.

  1. it's a mentioning of old world where the man wearing a tabard, or tunic with a logo, dedicates himself or his love to someone who is as beautiful as a flower or is represented by a flower.

    Perhaps it is a french soldier dedicated to France's military since the French is emblemed by the Fleur-de-lis, a flower.
