A person having income, 185% below the poverty level, means that this person's income is having a negative sign. He is loosing money instead of making money. This statical analysis can be applied for people who have big debts, and they are unable to pay the interest on their debts. In this particular case, the interest is added to the money they owe. Their debts keep on multiplying with the passage of time. And hence it becomes a negative income.

I'm assuming that you are referring to the eligibility for WIC perhaps. In order to qualify you must be at or below 185% of the poverty line. Easy to misread this sentence. It does not mean that you have to be 185% below the poverty line. It means you have to have an income below whatever dollar amount is 185% over the poverty line. Some welfare programs require recipients to be at or below the poverty line to qualify. Programs like WIC do not require this. So you don't have to be dirt poor to get it, just plain ol' poor.
