What does it mean to be "tipsy"?

I've heard the term before, but what does it mean? What are signs that you are tipsy? Wondering because I feel a bit dizzy and had a few drinks. Anyhow, what does it mean to be tipsy, and how do you know you are tipsy?

Sounds like you were really buzzed or tipsy; usually dizzy is more than just buzzed.

I know I'm tipsy when my lips turn a bit numb.

it means your getting drunk like your not fully drunk but you feel it coming.
