  1. When you declare something you must tell customs anything of value that you are either taking in or bringing out of the country.

  2. It is against the law to take any kinds of fruits or vegetables from one country to another in most places due to possible spread of disease.  You have to declare whatever you bought in the country when coming back to America, especially alcohol.

  3. A declaration at an airport is normally only to stop people bringing things into a country tax free, in bulk to later sell but unless your packing your suitcase full for cigarettes from outside the EU i wouldn't be too worried about it.

Dublin airport is pretty simple.  When your flying out the departures is on the first floor and in the middle of the room there is a huge bill-board telling you which check point you need to go to.  All departures are on the one level.

If your are coming out of Dublin airport and using public transport it's a little bit more tricky.

You'll come out on the ground floor and if your looking a bus to Dublin, Belfast Galway etc you will probably need to walk through the multistory car park (but there will be plenty of people from the two bus companies (aircoach and BusEireann) to tell you were to go.  Taxies are straight out the door and to your right (I think).
