evans_mi gave a very accurate answer, but we should add that obviously this means fossil fuel users (which is nearly everyone who drives or who heats or cools a house) will find the costs of their energy increased to cover the credits that were bought by their suppliers.

Guess who winds up actually paying for it? Look in a mirror to get the answer. Better start saving your money to pay your share of the credits and for Al Gore's wealth. Really!

Carbon credits are designed to work hand-in-hand with a cap-and-trade system.  The government will set a limit as to how much CO2 companies can release before they're fined/penalized.  Companies who can't reduce their emissions below this limit can opt to purchase carbon credits (think "Get Out of Jail Free" Card).  The money paid to purchase these credits, in theory, go to companies that reduce an equal amount of CO2 in the atmosphere (basically, they have a bunch of undeveloped land with trees on it).  Gore's company will take a cut for brokering the deal.

This is part of the ALGORESCAM, global warming. If you create a scare, (lets call it Global Warming, ok) then we can make lots of money? Kind of like spreading a rumor that toilet paper is not going to be made anymore....

This here Global Warming is caused by carbon in the atmosphere. I know, I know, carbon has to be there for plants to survive, but lets do it anyway and make people believe, it is the only way for the scam to work, ok?

Anyway, we get a bunch of politicians on our side with promises of lots of money to be made, and we sign on a few scientists with store bought diplomas, promise them lots of money too, just make them sign this blank agreement and we fill it in later.

Next we form a corporation dealing in "carbon credits". What's a carbon credit you ask?? why thats the greatest part of the scam, a carbon credit is just a piece of paper we sell for lots of money that says the buyer can pollute all he wants as long as he pays our corporation a lot of money. We own the politicians so we can make this look real too!!

We pay some farmer so sign over his right to pollute, even though he never will, and sell this right to the factory because it is cheaper than putting in pollution controls. The factory makes a little more money and avoids problems, we make a lot of money and do nothing, get the idea!!

So we all end up polluting just as much as we did before, but the ALGORESCAM makes a lot of money too. Oh, and of course the tax payer gets SHAFTED AGAIN!
