If you tie someone's hands in starting a relationship, they feel like they have no other choice but to start a relationship. They might also feel like that if their emotions are leading them to. Its a basic "No other choice" thing. Not necessarily a bad thing though. Sometimes people have no choice because of how much they like someone too!
