What does it mean to transfer purchases from ipod to itunes?

Your question's not all that clear mate, but here's my take.

If you have two libraries with different purchases, syncing the iPod with the first library and then syncing it was the second, it'll transfer all the purchases which aren't on the second, but are on the first, into that library.

If you want to get all your songs onto a differnet computer (and therefore library) then use iDump software, which is easy to use and has all the instructions on the site; it's a free download.
