What does it mean when a character touches under their eye and sticks out their tongue?

i can guess its meant to be an offensive gesture but does it have a specific meaning? its something that has just been bugging me for a long time.

Hmm I'm not sure but what I'm guessing it means is that the person is nasty or ugly.

It's sort of giving the bird (middle finger) but less offensive. Like when you say Nyah Nyah and sticks your tongue out. It's a way of irritating the other person. When the anime craze began in America, I once saw a book of Japanese expressions common in anime and manga that are not familiar to non-Japanese people.
