  1. IT MEANS THAT IT HAS REACHED ITS HIGHEST POINT AND WILL BEGIN TO RECEDE  : )

The flood peak has been reached, A flood is like a wave and it has a maximum height,  and this is called the crest, This crest will migrate down stream until there is a reduction in input or the flod has been able to spread out over a greater area.,  Same Vol over greater area = less height./depth
