What does it mean when a guy dog bites a girl dog?

My puppy is a 10 week old female black labrador. Down the street is a 2 year old brown male labrador. They have played together nicely since we got my puppy about 2 weeks ago. However, today they were playing and he bit the scruff of her neck. Not hard, but he like grabbed a fold of skin. She let out a yelp but kept playing. What does that mean?

By the way, sometimes she gets scared and hides under the car to get away from him but she still wags her tail and comes back to play in a short while.

    Sounds like they are just playing. If you feel that they are playing too rough, keep a better eye on them while they play.

    When pups are with their litter mates, in the later weeks, they learn from their siblings how to play, and how not to play too rough. One of the MANY reasons not to RIP a puppy away from it's mother and siblings too soon (like 6 weeks)

    Edit: And what are you doing letting a 2 year old dog play with a 10 week old puppy who's not had all it's shots yet? And why is it hiding under the car? Are you not familiar with or concerned about a deadly disease called Parvo?
