if no sexual activity has taken place and the discharge isn't urine it's an infection so he needs the doctor

if he is flaccid and leaking fluid, it isn't s***n, it is likely an indication of some sort of infection and he needs to see a doctor.

Actually, he's probably under-sexed and all the s***n is building up, which is why its leaking.

If a man is sexually stimulated he can leak lubricating fluid even if the p***s isn't erect.  This fluid would be clear and slippery.  If he's always leaking fluid, or it's white fluid that looks like pus, it's a sign of a problem needing medical attention.

If a guy was aroused recently, then yes, that could happen. If it simply happens arbitrarily, then I would assume it is a problem.

unless there's an odor that accompanies the release of fluid, I doubt it's an infection.  However, if u see an MD, they will always give you an AB as a precaution.

Though enlarged prostates generally begin for males over 40, it's not too uncommon for 30ish men to have some sort of seminal leak as a result.  If the s*x has anything to do with anal, you can guarantee that's a good reason for the seapage.  

Some men can discharge s***n without erections and some people can't discharge at all with erections.  If he just had s*x, it's another possibility that there was residual s***n in the vesicles or within the p***s itself---and it didn't full discharge at the time of ejaculation.  

Sometimes, as one gets aroused, s***n forms and leaks.  This is VERY common.
