Any inappropriate behavior by a teacher should first be reported to your parents; then you should all make an appointment with the school principal to resolve the matter.  If you are not satisfied there, go to the superintendent.  If that doesn't work, you must go before the school board.  After that, if it's still unresolved, you will have to drop the matter or go to court and let a judge decide.  That gets expensive, so try to settle it in the district.
