What does it mean when someone ends an email with "Warm Regards"?

This guy I like and with whom I keep in touch often signs "take care" or Best wishes , but he sent me a message and at the end he wrote Warm Regards. is it a common way to end an email, do people often do that, or is it use for someone special?

I think that type of closing is somewhere between "Sincerely" and "Love."  He obviously likes you, but isn't yet sure exactly how much or he likes you, but doesn't want to use "Love" in case you don't feel the same way.
