What does it mean when someone in tapping their brake lights in a dark car park at night?

Me and my friend where driving past some parking lots near a lake. There were a couple of cars just parked there, no lights on anything, but there was this one car that would flash his brake lights a few times every now and then, we drove past a few times trying to figure out what he was doing.

This was just before midnight.

does anyone have any idea what he was doing?

The first thing I would've thought is that someone was in the car making out and their foot kept slipping or something.

I would have reported it to the police in case it was someone trapped in the truck who got a hold of the wires to do this to signal they where there!
