What does it mean when someone...?

What does it mean when someone wiggles there fingures under there chin, its kinda like a wave only the person will put there hand at the bottom of there chin. I see people doing this sometimes, and I wasn't sure if it actaully ment somthing.

It is "The High Sign" from Little Rascals......I dont know if it has a more modern meaning.  I think it was a secret signal for the "He Man Woman Haters".
