It means their facial expressions and hand and/or body gestures are significantly more robust than average when they speak.  Their voices may also have a greater tone or fluctuation.   Think Nixon.  Ben Stien would be opposite of *animated*.

I would take that to mean that you are an energetic, enthusiastic person, that when you speak you show emotion & have a lot of movement.

Animated would mean you are lively, vigorous, or just having life.
