it means that shelving something because it is not top priority.It means that the person is not putting you as top priority and not letting you affect him adversely.It means that this person is neglecting you.Limit your contact with those who think this way and try to bring you down, or to trip you up. Instead, surround yourself with people who encourage you

It means putting something into the status of "I'll get around to it", not a high priority, something you'll do when you find yourself with some free time.  That is as opposed to something important that you would take care of right away.
