What does it mean when someone says "Theyre nipple and diming me?" My mother was carrying on?

My mom was carrying on about getting nipple and dimed. Should I be worried? Is she having an affair with the phone guy?

Nickle and diming me means that  people are taking advantage of your mom by wanting your mom to give them money. It does not have to do with an affair.
