  1. To me, it is not only that there needs to be a sizable resence of various nationalities, but more important, these different life styles, their food, entertainment, etc have been embrace and flourished in the society.

    And it becomes so "Truly international",  when these various cultures are not concentrated in do fined sections of the city, but rather incorporated throughout.

    Vancouver, Canada is an international city.  Toronto, Canada

    is Truly International.
