What does it mean when you are asked to sign your pasted photo on a form?

It means you are legally declaring that this is a photo of you, and not someone else.  Each person's signature is unique: it is like a fingerprint: everyone's is a different combination of pen pressure, letter slants, the way you make each letter, the way you combine your first and last names and mayby your initial.... it's like a fingerprint: difficult for someone else to forge.  So, when you sign something like a photo-image, it means that you personally have approved and verified it.
