What does it mean when you call a number and it asks for a code?

I got a call from someone in Tampa, FL... and I missed the call. When I called back, it asked for a code. does anyone know what that means?

YEA, you need to put the area code 813 or 727 before the number that called to call them back. Either your service is Roaming or you were in a service area the just requires it.
