What does it mean when you dream about someone you've never met before?

I've had 2 dreams in a row of someone I have never met before (only seen in pictures) and in both dreams it was the same exact person...what does that mean?

Modern scientists pretty much all agree that most dreams are completely random and have nothing to do with a person's thoughts or feelings. Dream reading is a complete pseudoscience in this day and age. Pretty much, your dream means absolutely nothing, don't think too hard over it.

This could be a sign as a future encounterment with this person.

I don't know what this means...I guess it means that your subconscious is focusing on this person, or something they embody. A few nights ago, I had the strangest dream, where I was having an interview with Richard h**l, who I knew was a famous punk rocker, but I didn't know what he looked like. The strangest thing is that I looked him up the next day to see what he really looked like, and it turns out that he looked exactly the same in my dream.  I had recently been looking into the history of punk rock, so maybe it was just something that was on my mind, and he popped up somehow. So anyway, I don't know, the subconscious is a strange place.
