usually it means that you were riding someone's *** while you were driving behind them and in attempt to stop you from doing that the person infront of you slammed on their brakes in the hopes that either a) you hit them and wreck and buy them a new car or repair theirs or b) them slamming on their brakes scared the h**l out of you and you begine to maintain the proper following distance.

thats when you are tailgating someone, and they tap their brakes and make you think you are gonna hit them. it is a pretty normal (if not altogether safe) way of getting a tailgater off your rear
