  1. It means it feels sad or despondent. It is also characterized by an inability to concentrate, insomnia, loss of appetite, anhedonia, feelings of extreme sadness, guilt, helplessness and hopelessness, and thoughts of death.

    More seriously, the expression is used quite hollowly and it normally means that the market is suffering from sluggish growth in the economy and/or refers to an overwhelming nervosity and bearish sentiment from the part of investors.
