I am guessing that it means that trains no longer pass through that crossing.

  1. it means that certain truck and buses do not have to stop before traversing the rail crossing, but that varies from state to state, so check with your local police or highway patrol

  2. All it means is that haz-mat, busses, and anyone required to stop at railroad crossings does not need to stop.  The line is still open, but not used that often.  If the line is abandoned then the tracks will be taken up, or paved over.

  3. It generally means that the track you are crossing is abandoned, an industrial track, or a spur track.  The exempt part means that people like tanker drivers and school bus drivers don't need to stop.

  4. Indeed, as the above poster has said it means the line is abandoned or currently not in use.

  5. it means the tracks are no longer in use, it is against the law for them to have a TRAIN use them while being exempt., but work vehicles can still use them, but it also means the train company dont have them up to code, and it also means that the work vehicles cannot trip the crossing gaurds,,they have to yield to traffic
