  1. It means that either side can take YEARS to bring you to trial.

It means that both sides have more time to conduct research and prepare for trial.  You have a Constitutional right to a "speedy trial" (the exact definition varies by state), and if the government holds you for longer than that without bringing the case to trial you can move for the charges to be dismissed.
