What does it mean when your playstation 2 says disc read error?

if the scanner is bad why can I still play playstation 1 games and still watch dvd

if the console can still read regular CDs and DVDs its probably down to the  condition of your PS2 disc. Make sure there arent any scratches or smudges on the disc. that will prevent the read lsaser from seeing the disc

are you sure its not the cd's? usually this message appears when the cd cannot be read but if your disk reader can still read some cd's then it should be able to read all cd's that have been properly taken care of. check the cd for scratches, smudges, ect. try and clean it. if not try other ps2 games that you know are not scratched or damaged.
