What does it say on the twin tower monuments on the way in to Brighton?

They're placed either side of the A23. They can be seen here http://tinyurl.com/6nxpsa and they have a lengthy inscription.

Welcome to Brighton East Sussex on the little sign just outside, however the two pillars have been there for so long (I first saw them in the 60's and they where old then and the A23 was a ordinary trunk road 2 lanes wide!)

but can not remember seeing any inscription on them?  Be interesting to find out
